No certificate shall be extended for a period longer than three months, and a unit to which an extension is granted should not, on its arrival in the place in which it is to be surveyed, be entitled by virtue of such extension to leave that place without having a new certificate. When the renewal survey is completed, the new certificate shall be valid to a date not exceeding 5 years from the date of expiry of the existing certificate before the extension was granted.
In these circumstances, the new certificate shall be valid to a date not exceeding five years from the date of completion of the renewal survey. A new certificate should only be issued when the Government issuing the new certificate is fully satisfied th2;t the unit is in compliance with the requirements of 1. The Administration may allow a reduction in the total number of survival craft meeting this requirement when the unit is in the transit mode and the number of personnel on board has been reduced.

That portion, or portions, of the intermediate survey addressing structure may be carried out during the dry-dock survey. Such intermediate surveys should be endorsed on the Certificate Issued under the provisions of this section. However, the interval between any two dry-dock surveys should not exceed 36 months. An Administration may allow underwater inspections in lieu of dry-docking provided it is satisfied that such inspections are equivalent to a dry-dock survey.
Dry-dock surveys or equivalent underwater inspections should be endorsed on the Certificate issued under the provisions of this section. A copy of the approved continuous survey programme, together with the record of the surveys, should be retained on board the unit and the Certificate issued in accordance with 1.
The survey should be such as to ensure that the repairs or alterations have been effectively made, are in all respects satisfactory and fully comply with the applicable provisions of the Code. The Administration may, however, entrust the surveys either to surveyors nominated for the purpose or to organizations recognized by it.
In every case the Administration concerned should fully guarantee the completeness and efficiency of the surveys. In every case the Administration assumes full responsibility for the Certificate.
